now that i'm on a computer instead of my phone, I can answer your question a little better.
It is illegal to have a detachable magazine this is why you have to use a mag-lock. A mag lock will require a tool to detach the magazine ergo it is now considered a fixed mag.
although i am not 100% positive about the differences between an SKS and an AK47. When it comes to AKs, it not really the CA rules you have to worry about, but rather federal 922r compliance. This will have to do with all the different parts origins and other crap.72' in pieces and piles of awesomeness

yep detachable mag for the SKS is unlawful, but the SKS is still fun as hell to shoot with an adjustable synthetic stock, and once you get used to the clips, it's really not that much of a pain in the butt. In secluded National Forest spots I hear that a 40 round detachable magazine is pretty fun too.
